According to Jehovah it was in order to show his power and to have his name declared in all the earth. Apparently it worked. For example, some 40 years after the Exodus when the Israelites crossed the Jordan to enter the Promised Land, the hearts of the people of Jericho were said to have melted because they had heard what Jehovah had done to Egypt.
But, we should not imagine that Jehovah literally made Pharaoh become stubborn. The way it should be understood is that Pharaoh was already a stubborn, hard-hearted, hard-headed ruler and Jehovah did not soften his heart, as he did on other occasions with various rulers. For instance, some 400 years before the Exodus Jehovah maneuvered things so that the Pharaoh took Joseph out of the jailhouse and made him second in command of all of Egypt.

Another way to put it is that Jehovah allowed for Pharaoh's heart to be hardened.

It was not only Pharaoh but also a not numbered amount of his servants that Jehovah maneuvered allowing there harts to become unresponsive to Jehovah’s divine interventions.
