Excellent question scriptures. I think the answer lies in Exodus 24:11.

They got a "vision" of God. They did not actually see HIM.

The original Hebrew word used for "saw", which the NWT translates as "vision" is: חזה (chazah).

This word means:

1) to see, perceive, look, behold, prophesy, provide
a) (Qal)
1) to see, behold
2) to see as a seer in the ecstatic state
3) to see, perceive
a) with the intelligence
B) to see (by experience)
c) to provide

In the same book of Exodus, we read about Moses wanting to see Jehovah. But Jehovah's answer to Moses is found in Exodus 33:20 where he mentions that noone can see him yet stay alive. The word "see" in this case was the Hebrew word: ראה (ra'ah), which means to "to look at, gaze, or observe".

From the evidence given, we can extrapolate that John 1:18 is referring to the equivalent of the hebrew word (ra'ah)... as meaning to "look at, gaze, or observe". The Greek word he used is: ὁράω (horaō) which means: "to see with the eyes" in its primary usage. Likewise, we must also infer that when Exodus 24:10,11 talks about seeing Jehovah, it must refer to that of seeing him in the sense of "discerning" him. Not a literal "gazing upon" with the eyes.
